As cited in Reynolds (2009) Vygotsky followed the idea of inquiry learning being that of a constructivist approach. This approach allows the students to use a hands on, active discovery concept that will help with the learning that entails that of inquiry based learning. The constructivist approach allows the students to share ideas and uses collaboration that will help lead to explicit teaching based around this model of inquiry learning.

As cited in Johnston (2009) John Dewey developed a theory of inquiry that will allow the learners to self correct and is open to change due to the many changes that occur and happen within classrooms and information being researched. Like Vygotsky the Deweyan Inquiry theory is based on a discovery and hands on learning approach which coincides well with the inquiry learning approach that is very much connected to the HSIE KLA.
